With the engine idling and scan tool connected, verify that the purge valve is not being commanded open by the PCM (0% duty cycle). If the engine shows signs of rich running or the fuel trims are negative, purge vapor is flowing when it should not be.

Disconnect the purge valve electrical connector while the engine is idling. If the idle quality improves and short-term fuel trim moves toward positive, the valve is stuck open mechanically and must be replaced.

Remove the purge valve and attempt to blow through it with no electrical power applied. A functional valve should be sealed closed with no airflow. Any flow indicates a stuck-open or leaking valve.

If the valve seals properly when removed, inspect the purge valve control wiring for a short to ground that could be energizing the solenoid. Measure the control wire for 0V with the engine running and purge not commanded.
